Basic Schools to start paying fees by September?

REPORT ON MEETING OF NATIONAL OFFICERS OF CNFERENCE OF DIRECTORS OF EDUCATION (CODE), CONFERENCE OF MANAGERS OF EDUCATIONAL UNITS (COMEU) AND CONFERENCE OF HEADS OF BASIC SCHOOL (COHBS) ON SYNCHRONIZATION OF LEVIES CHARGED IN BASIC SCHOOLS HELD ON MONDAY, 9TH JULY, 2018

1. INTRODUCTION
Following meetings with the Deputy Director General on the subject above, CODE, COMEU and COHBS were charged with the responsibility to assemble all fees and levies charged in the Basic schools nationwide and make proposals to the Director General for discussion. The aim is to have a uniform levy charges across the country.

The report is the outcome of the meeting of the three (3) national bodies with direct responsibilities over the management of Basic schools on fees and levies.

2. FINDINGS
The meeting revealed that;
i. Different Districts/Regional charge varying levies
ii. Least charges occurred mostly in the three Northern Regions with the highest charges in theSouthern Regions.
iii. Though the Capitation Grant is meant to cater for some charges in the schools, its inadequacies (i.e. income is less than needs as well as delays in disbursement), create the need to assess other sources to raise funds to supplement government’s effort.

NB:
1. Charges on sanitation and security will be allowed only in areas/schools applicable.
2. With the inception of the new curriculum, the name Extra Classes seize to exist and it is replaced with the term ‘Remedial Classes’. This does not attract any levy or fees. District Directors and Managers are to draw guidelines to execute the Remedial Classes based on the peculiarity of their districts to include target setting and performance contract.

4. CONCLUSION
CODE, COMEU and COHBS welcome the idea of the Director General to sanitize levies and charges in the Basic Schools and believe that this proposal will received the needed approval and operationalized come 2018/2019 academic year.
